SPCC vs Facility Response Plan (FRP)

Operators often assume an SPCC plan and a facility response plan are the same document under two names, but they answer different questions: one is about preventing a spill, the other about responding to a worst-case one. Prevention vs Response: Two Different Jobs

The SPCC plan is a prevention document. Its whole orientation is keeping a discharge from happening: containment to catch what does escape, overfill prevention, inspections, and the practices that reduce the chance of a release reaching navigable waters. The facility response plan takes the opposite starting point: it assumes the worst has happened and asks how the facility would respond. Where SPCC is about avoiding the spill, the FRP is about limiting the damage once a large one occurs, which is a fundamentally different planning exercise.

Which Facilities Need Each, and How Data Serves Both

A broad set of facilities that store oil above regulatory thresholds and could reasonably discharge to navigable waters need an SPCC plan. A narrower subset - those whose location and volume mean a discharge could cause substantial harm to the environment - additionally need a facility response plan. So the FRP population is generally a subset of the SPCC population, and a facility with an FRP still keeps and follows its SPCC plan; the response plan does not replace the prevention plan.
