Gas Testing to Confirm Below the LEL

The key measurement is the concentration of flammable gas expressed as a percentage of the lower explosive limit, or LEL, which is the leanest mixture of vapor and air that will still burn. A reading well below the LEL means there is not enough vapor present to sustain ignition, and hot work is permitted only when the atmosphere is confirmed comfortably below that limit, not merely at it.

Because vapor conditions can change, a single test at the start is often not sufficient. Vapor can drift in from a nearby source, a process upset can release hydrocarbons, or wind can shift a plume across the work area, so the permit may require re-testing at intervals or continuous monitoring throughout the job. The tester also has to sample where ignition would actually happen, including low spots and near openings where heavier-than-air vapor can collect, since a clean reading in the open air does not prove a nearby drain or pit is clear.

Gas testing for hot work sits within the broader permit and depends on the isolations and preparation that go with it. Confirming below the LEL usually assumes that the equipment being worked on has been drained, depressured, and isolated, and that connected lines cannot introduce vapor during the job. The gas test verifies the result of that preparation at the moment work is authorized, and any loss of confidence in it, a rising reading, a smell, a change in the process, is grounds to stop and re-evaluate rather than press on.

Fire Watch and Radius of Coverage

A fire watch is a dedicated person whose only job during hot work is to guard against a fire starting, and the permit assigns and equips them. Welding and grinding throw sparks and hot slag that can travel, lodge in a crack or a rag, and smolder unseen, so the fire watch watches for exactly that, keeps suitable extinguishing means immediately at hand, and stays alert for smoke or heat that the workers, focused on their task, might miss. The fire watch has the authority to stop the work if a hazard appears, and their presence is a condition of the permit, not an optional extra.

Because sparks and slag travel, the fire watch's responsibility does not end at the immediate work point. The permit defines a radius of coverage around the hot work that must be surveyed and kept clear of combustibles, since a spark can fall or roll well beyond the welder's reach, into a lower level, or through a floor opening. Anything flammable within that radius is removed, covered, or protected, and openings through which sparks could fall are covered, so the area is prepared before the first spark rather than defended after one lands somewhere it should not.

The fire watch also continues after the tools go quiet. Because smoldering material can take time to develop into a visible fire, the fire watch is required to remain for a defined period after the hot work finishes, checking that nothing left behind is heating up. This post-work watch closes the gap where a slow-starting fire would otherwise take hold after everyone assumed the job was done, and the permit records that the watch was maintained for its full duration before the job is closed out.
