Why Emergency Venting Is Needed

A tank's normal breathing needs are modest: it exhales a little as it is filled or warms, and inhales a little as it is emptied or cools. A conservation vent is sized for that gentle, everyday flow. But a fire around a tank is a completely different scale of event. The heat boils the stored liquid and vaporizes it rapidly, generating gas at a rate far beyond what the tank breathes in ordinary use, and that vapor has to go somewhere or the pressure will build until the tank fails.

An atmospheric storage tank is not a pressure vessel - it is built to hold liquid at near-atmospheric pressure, so it cannot tolerate much internal pressure before its shell or roof deforms or ruptures. A rupture during a fire is the worst outcome, potentially releasing burning contents. Because the required emergency flow is large, the vent opening is large - far bigger than a conservation vent - and it is designed to open fully and quickly rather than modulate.

One manages everyday breathing; the other prevents catastrophe. A tank commonly carries both.

Because the emergency vent is a passive safety device that only acts in a crisis, it is not something a SCADA system operates. What monitoring contributes is early awareness of the conditions that lead toward an emergency and confirmation of a tank's normal state.
